中國職業移民年增千名

俄勒岡州選出的華裔聯邦眾議員吳振偉(David Wu,民主黨),31日提出一項法案,計畫每年增加1000個中國職業移民配額。
吳振偉的法案將修訂現任國會眾院議長波洛西當年所提出,而於1992年通過的「中國學生保護法」,亦即俗稱的「六四綠卡」法。
六四天安門事件發生後,老布希總統給予中國籍人士暫時庇護,使當時旅美的中國籍人士得以繼續留在美國而不必返回中國。而波洛西的「中國學生保護法」,允許中國籍人士免費申請永久在美居留權(綠卡)。
當年共有約5萬5000名旅美的中國籍人士取得「六四綠卡」。而這些配額從哪裡來呢? 由於申請「六四綠卡」的很多是中國的學生、學者,因此「中國學生保護法」規定這些綠卡名額,以每年1000個的數量,自未來每年中國職業移民配額中挪出。亦即自中國出生者每年的配額中扣減。
吳振偉的法案,要求免予繼續每年扣減1000個中國職業移民配額。目前職業移民的國家配額上限是9800名;而中國出生者只有8800名。
聯邦參議員陸天娜(Kirsten Gillibrand,民主黨,紐約州),已於「六四」20周年的今年6月4日當天,在參院提出相同的法案。

Gillibrand introduced in Senate bill to benefit Chinese professionals

On June 4, Senator Kirsten Gillibrand (D-NY) introduced the Accept Chinese Talents Now Act (Act Now) as a bill to Congress. The Act hoped to revise the Chinese Student Protection Act by allotting the 1000 green card slots for Green Card to Chinese professionals, instead of Chinese students. If the Act is a passed, it will increase the number of slots for green card from 8800 to 9800. Gillibrand proposed the Act because the Chinese Student Protection Act, which originally aimed to grant asylum to Chinese students in Tiananmen Square, is no longer as relevant. Current immigration laws turn away many high-tech Chinese professionals from entering the United States. She believes that this new Act would rebuild the U.S. economy and facilitate cooperation between the United States and China.
Starting in 2007, the Legal Immigration Association (LIA) has pushed for reforms with immigration policies regarding Chinese professionals. According to a study conducted by the Legal Immigration Association, under the Chinese Student Protection Act, which was passed in 1992, fewer and fewer Chinese students applied.
The Accept Chinese Talents Now will be a great help to Chinese professionals who want to live and work in the United States. It is important for the Chinese community to mobilize its resources and let Congress know that it supports Act Now.
